June 26th 2024 - CRA Board votes to increase dues to $150/year, or $12.50/month.
The Cardinal Residents’ Association (CRA) is a Covenant-Enforced Homeowners Association and a registered North Carolina nonprofit corporation, established to protect and enhance the value, appearance, and integrity of the Cardinal community.
The CRA exists to uphold the recorded land-use covenants that apply to all properties within its boundaries, and to carry out maintenance and improvement initiatives that benefit the entire community.
The CRA’s jurisdiction includes properties:
East of Fleming Road, from the Cardinal Swim and Tennis Club south to Pondfield Road
Portions of the Pondfield neighborhood
West of Fleming, including all of Sagamore Drive and extending down Muirfield Drive to Highview Road, where the neighborhood meets the Cardinal by Pete Dye Golf Course
While participation in CRA membership and dues is voluntary, all properties within the CRA boundaries remain legally bound by the recorded restrictive covenants, regardless of membership status.

The CRA maintains and improves several important areas of the Cardinal community. Notably:
The Gatehouse at Fleming/Muirfield is deeded property owned by the CRA. In recent years, the CRA has replaced its roof, double doors, and several windows.
We also mow, maintain, and landscape nearly one mile of grass and holly bushes along Fleming Road, from approximately Mexico Restaurant to Pondfield. The grass is cut according to seasonal growth, and the bushes are trimmed as we have funding available.
The CRA is also responsible for landscaping and upkeep of multiple cul-de-sacs within our area.
These ongoing efforts directly contribute to the aesthetic appeal and property values within the CRA boundaries.

...and other adjacent neighborhoods recognized by the Board.
Unlike HOAs such as River Hills or Prestwick—where deed restrictions mandate HOA dues—the CRA is a membership-based association. Our authority stems from our Bylaws and Articles of Incorporation—not from deed covenants requiring dues.
Under Article II, Section 1(c) of the Bylaws, active membership in the CRA requires timely payment of dues as set by the Board.
Current dues: $12.50/month
These funds directly support neighborhood upkeep, landscaping, improvements, and CRA operations.
Failure to pay dues may result in termination of CRA membership, per Article II, Section 4. However, this does not exempt homeowners from compliance with the land use restrictions that apply to their property.
